Dear Senator,
I'm greatly concerned that about Comcast's recent policies to start implementing data caps in select counties. As you know, data caps impose hard limits on data transfer unless additional fees are added. Thus, people are punished for using the internet too much.
This is very significant for our state. Education is increasingly becoming digital. Students of all ages are required to view digital content for their curriculum. As you know, Kentucky's median family household income is approximately $28,000.00. When our poor residents are forced to pay the only ISP in their area additional fees, ISPs exploit residents at the risk of our children's education.
I believe this is an inacceptable policy, often occurring in non-competitive markets. Thus, customers are left with no alternative but to pay ISPs like Comcast whatever they demand, even though internet access is so fundamental to our lives these days.
Please request the FCC to investigate Comcast's data cap policies for violations of net neutrality, for uncompetitive and monopolistic market conditions, and for the educational interests of the Commonwealth of Kentucky's children.
Please stand up to Comcast and send a clear message to any other ISP that Kentucky residents will not tolerate data caps.
