Facebook is using their platform to manipulate the Indian government to abolish net neutrality

I just got a Facebook notification telling me one of my friends had sent a message to the Indian government, asking me to also send a message, "to help the people of India". Then I got this page: http://ift.tt/1Pha80p

Looks like they are trying to flood the Indian government with petitions from their users, in order to sidestep net neutrality, just so Facebook can sell their "free" internet to all of India.

Is it moral for Facebook to use their platform and billions of users to manipulate the politics of other countries for their own financial gain? Or are they doing a good thing, giving "limited" internet access to people for free in exchange for exclusive advertising rights to those people?
